Animal by-Products: Composting & Biogas

Animal pathogens such as Foot & Mouth, Swine Fever, and others have become very high profile over the last few years in Europe, due to recent outbreaks in the UK. The Europe Commission brought in the Animal by Product Regulation No 1774/2002 which aim is to ensure that all meat and other products of animal origin which are processed by composting must meet the treatment standards required, to ensure sufficient pathogen removal so that the treated compost may be safely applied to land.

Under the National Strategy on Biodegradable Waste, the Government has strict targets to meet for the recycling or composting of household waste for Ireland. By 2010, 25% of all household waste must be recycled or composted. Under the EU Landfill Directive, Ireland also has to meet targets for the reduction of biodegradable municipal waste sent for landfill. By 2010 the amount of biodegradable municipal waste sent for landfill must be reduced to 25% of the amount produced in 1995. Composting and biogas digestion are seen as vital tools for achieving these targets.

The EU Animal By-Products Regulation permits the use of composting and biogas treatments for catering waste and Category 3 animal by-products

The Animal By-Products Regulation (EC) No. 1774/2002 PDF logo (1.8 MB) controls the collection, transport, storage, handling, processing and use or disposal of animal by-products in EU member states.

The Animal By-Products Regulation was adopted 3 September 2003 and was transposed into Irish law 1 May 2003.
